Beau Biden Lay in State in Dover; Allen Iverson Drunk? Practice Rant; Council's School Proposal

Former Delaware Attorney General and Vice President Joe Biden's son Beau Biden lay in honor today in the state Senate chamber at Legislative Hall in Dover, DE. His family arrived after a procession from Wilmington brought the casket to the state capitol. A small ceremony was held where Biden was posthumously awarded the Conspicuous Service Cross by Gov. Jack Markell. Following the ceremony, the public was invited to pay their respects. There will be a viewing at St. Anthony of Padua church in Wilmington on Friday, followed by a Saturday funeral Mass at which President Barack Obama will deliver a eulogy.

According to a new book, former 76er Allen Iverson was drunk during the infamous 2002 press conference where he ranted about 'practice.' The book is called "Not a Game: The Incredible Rise and Unthinkable Fall of Allen Iverson" and was written by The Washington Post's Kent Babb. Babb interviewed former Sixers president Pat Croce, former coach Larry Brown, former GM Billy King, and others about incident. King had suggested Iverson do the presser following the team's elimination from the playoffs. Earlier that day, Brown and Iverson had an argument regarding the player's future with the team after Brown had told the media anyone could be traded. AI was apparently safe. He left the facility and came back later for the conference, but many people could tell something was off. Several of those interviewed told Babb that they thought he had been drinking. Iverson himself said in 2013 that he was upset over his friend's recent death.

The City Council of Philadelphia unveiled a number of bills that will only raise 75% of the new money that the School District is asking from the city this year. The school district asked for $103 million. Mayor Michael Nutter's plan to raise property taxes 9% would have covered all of the district's request. City Council however has rejected that plan and is now only offering to give the school district around $74-80 million, which is enough to just cover it's deficit. It will introduce three measures to reach that goal. One raises property taxes 4%, another raises Use and Occupancy (U&O) tax on businesses, and the third raises the tax on off-street parking. They already expect to hear complaints from business owners and parking garage operators. Council president Darrell Clarke says these measures will be debated next week.
