Philadelphia Pushing Back Some Reopening to Aug; NJ Expands Travel Advisory; DE Beaches Close Bars

Philadelphia officials announced on Tuesday, 6/30, that it will not fully enter the 'green' phase of reopening on Friday, July 3, due to concerns over rising number of positive coronavirus COVID-19 cases. "We're no longer seeing the decline that we were seeing before," Philadelphia Health Commissioner Dr. Thomas Farley said. Indoor dining as well as gyms and fitness centers will not reopen until at least August 1. Outdoor group rec and sports, schools, libraries & museums, indoor malls, outdoor performances and small events (up to 50 people), and casinos (no smoking, eating, or drinking) can resume starting this Friday. Remember that masks are mandatory whenever out public in the city both inside and outside near people. The City of Philadelphia has also issued a travel advisory for 15 different states. "Recommendation that people of Philadelphia do not travel to high-instance areas and that people traveling from high-instance areas coming to Philadelphia, self-quarantine for 14 days," Dr. Farley said. The states include: Alabama, Arkansas, Arizona, California, Florida, Georgia, Iowa, Idaho, Louisiana, Mississippi, North Carolina, Nevada, South Carolina, Tennessee, Texas, and Utah.





New Jersey has expanded the travel advisory to include more states. Now anyone traveling from 16 states including New Jersey residents returning home must self-quarantine for 14-days. This includes travel by train, bus, car, plane, or any other method. It does not apply to those passing through New Jersey and who might stop briefly at a rest stop, station, or layover. The states include: Alabama, Arkansas, Arizona, California, Florida, Georgia, Iowa, Idaho, Louisiana, Mississippi, North Carolina, Nevada, South Carolina, Tennessee, Texas, and Utah. "If an individual is traveling to New Jersey from one of these sixteen states, he or she should self-quarantine a period of 14 days," Murphy said. "Our collective efforts to flatten the curve and beat the virus, in coordination with our neighbors in New York and Connecticut, have led to a steady decline in COVID-19 positive cases, hospitalizations, and rate of transmission. However, many states across the country are experiencing a significant uptick in this data and we must remain vigilant to continue our progress against the virus. I urge those who are arriving from a hot spot to get a COVID-19 test while they are here to ensure their health and safety, and that of those around them."

Delaware Governor John Carney announced on Tuesday, 6/30, that bars at the Delaware beaches will been closed ahead of the holiday weekend. Bars located in the Lewes, Rehoboth Beach and Dewey Beach zip codes will close starting Friday, July 3, and remain closed indefinitely. He will sign an executive order Tuesday. Carney also announced that the entire state will remain in phase two and not move to phase three. Three lifeguards at Rehobeth Beach have tested positive for COVID-19. All lifeguards will be tested within 24 hours.
