Fed Judge Rules Against Philly Homeless Camps; PA Eviction Moratorium; Cab Driver Stabbed/Killed

A federal judge as ruled that the City of Philadelphia can 'dissolve and terminate' three homeless encampments located throughout the city. U.S. Eastern District of Pennsylvania Judge Eduardo C. Robreno was ruling on a temporary restraining order filed on behalf of the campers. Robreno gave way for the city to dismantle the camps located on the Benjamin Franklin Parkway, Ridge Ave near the Philadelphia Housing Authority's headquarters, and the Azalea Garden behind the Art Museum. The city must give occupants 72 hours notice. They must also store any of the occupants property taken from the locations. The city did not say when it would plan on taking action. "We're still negotiating. We're still trying to make this come out the right way for everyone. We've placed about 100 people in shelter and in various areas of treatment, we've placed people in hotels. We're talking to them every day. I'm interested in having this amicably resolved, but they can't stay on public property forever. It's just not tenable," Mayor Jim Kenney said.

Pennsylvania Governor Tom Wolf's moratorium on evictions and foreclosures is set to expire on August 31. He says that he does not have the authority to extend it again. The governor sent a letter to the General Assembly stating that the state's Emergency Services Code prevents his office from taking further action and that they must pass legislation to extend the five-month-long moratorium. $175 million of federal coronavirus relief funds have been directed to help with rental assistance and mortgage relief through the Pennsylvania Housing Finance Agency. Wolf is asking lawmakers to raise the monthly payout cap above $750/month and the loosen eligibility requirements to encourage more participation in the program. The courts could see a wave of eviction proceedings if the moratorium passes.

Philadelphia Police are investigating the fatal stabbing of a cab driver in Juniata Park early Tuesday morning, 8/25. It happened around 12:30 a.m. on the 4400 block of I Street. Police arrived to the scene and found a man lying face down in the street with his throat cut. A Toyota Camry with limousine plates had crashed about 200 feet away. The airbags had deployed and there was a lot of blood and cash strewn about around the car. Police believe the driver may have been robbed. They think he got out of the vehicle after it crashed and tried to walk away before collapsing in the middle of the street. He was pronounced dead at the scene.

"The fact that we found a substantial amount of cash inside the vehicle and outside the vehicle, we are not ruling out that this was some sort of robbery of a cab driver due to the fact that the money is strewn outside vehicle," said Philadelphia Police Chief Inspector Scott Small. "There's a blood trail from that cab that leads about 200 feet south on I street in 4400 block and thatâ€™s where we found the victim at the end of the blood trail laying face down on the highway. That's where he was pronounced dead."
