Philly Police Shoot Man on 'Rampage'; 1 Dead, 6 Shot in Frankford; South Philly Home Collapse

Philadelphia Police shot and killed a suspect early Thursday morning, 10/8, after the man went on a rampage shooting in a church, stealing a car, carjacking another, shooting at another, killing a woman, and firing at police. "What we had this morning is the case of a deranged individual who was on a rampage over the period of about ten minutes," said Philadelphia Police Sergeant Eric Gripp.

It started around 4 a.m. at St. Luke's Episcopal Church on the 5400 block of Germantown Avenue. The 29-year-old suspect pointed an assault rifle at a church employee and fired. He missed, but took her keys and stole her car. He crashed it near Chelten Avenue and Green Street. The suspect tried to carjack another car, firing several shots at the vehicle, but the woman was able to drive away. A block away on the 5900 block of Maplewood Avenue, he attempted to carjack another vehicle. This time he shot and killed the 19-year-old female driver, but did not take the car.

Responding officers caught up to him near Greene Street and Chelten Avenue. They ordered him to drop the AK-47 style assault rifle. Instead, he pointed it at officers and they fired at him several times. He was not hit and ran away. He encountered more officers at Rittenhouse Street and Germantown Avenue. This time he fired once, hitting the marked patrol car. Officers got out to get more cover and fired back. The suspect got in the police car and tried to drive away but the keys were not inside. He got out of the car and began to walk down Germantown Ave. Police told him to drop the weapon. When he did not comply, officers opened fire. He was struck several times. The suspect was taken to Einstein Medical Center where he was pronounced dead. Police say that four officers fired their weapons. No police officers were injured. The identities of the suspect or the victims have not been released.

UPDATE: Family members have identified the 19-year-old woman as Skylar Owen. (see photo below). The suspect has been identified as Stan Cochran. He may be connected to the murder of a mother and son earlier this week.

Philadelphia Police are investigating after a shooting in the Frankford section on Thursday evening, 10/8. It happened around 7:45 p.m. on the 4900 block of Frankford Avenue. One person was killed and 6 others were injured in the incident. A 29-year-old man was shot in the back of the head. He was pronounced dead at 8:10 p.m. A 28-year-old man and a 25-year-old man are listed in extremely critical condition. A 32-year-old man, a 38-year-old man, a 28-year-old man, and another man are in stable condition. "We don't know a motive at this time. It appears there were four or five guys standing outside the store, a male came up on foot, opened fire on them, continued to fire on them. A second male came from across the street, he was firing as well," Philadelphia Police Deputy Commissioner Christine Coulter said. "It's very early in the investigation but we have over 30 casings found at the scene so there was a lot of firepower going on here." No arrests have been made.

A home in South Philadelphia collapsed on Thursday afternoon, 10/8. It happened just before 2 p.m. on the 1900 block of 6th Street. City officials say that contractors were illegally digging in the basement. The owner of the unoccupied building says that the workers were cleaning out old furniture when they heard cracking noises. The workers got out of the structure just in time. No one was injured. The city says that contractors who dig without permits face losing their license and criminal charges.
