Arrest in Willingboro Shooting Death; Narberth Mandatory Mask Ordinance; $5k Reward in Acid Attack

The Burlington County Prosecutor's Office announced that a man has been arrested in the shooting death of a Willingboro man outside his home earlier this month. 29-year-old Kwacey Owens has been charged with Murder (First Degree), Possession of a Weapon for an Unlawful Purpose (Second Degree), and Unlawful Possession of a Weapon (Second Degree) in the death of 28-year-old Barry Barino. It happened on October 8 on Maplewick Lane. Barino was found outside the rear of his home with a gunshot to his head. Prosecutors said that the two men were acquaintances and that Owens lured Barino outside to shoot him. The motive is still under investigation.

The Borough of Narberth passed an ordinance on Wednesday night, 10/21, that would make wearing a mask mandatory in public. Masks or face coverings will have to be worn whenever a person is inside or outside a business, on the downtown streets/sidewalks, at any Borough controlled park/playground or property, or while at a job that has contact with the public. A first offense will receive a warning, but subsequent offenses will be fined $15. Police will be responsible for enforcement. Exceptions include children 2 and under, those with heath concerns or disabilities, eating a restaurant, inside your car or private property, and more. Mayor Andrea Deutsch is expected to sign the ordinance.

There is now a $5,000 reward for information leading to the arrest of a suspect wanted in the chemical attack of Germantown woman earlier this month. It happened in the morning of October 6th on the 5100 block of Newhall Street. 61-year-old Helen Jones was on the sidewalk outside her home making her way to her car before work when she was stopped by a man. He asked her, 'Hey, are you good?' As she was looking up to respond, the man threw a chemical solution in her face. It burned her lips, tongue, and eyes. Jones has been left blind by the attack. She did not know the man and he was wearing a mask. "This random acid attack is a disturbing crime," FOP Lodge 5 President John McNesby said. "We need to find this male suspect immediately to prevent another attack." If you have any information, call Northwest detectives at 215-686-3353, 9-1-1 or 686-TIPS.
