20yo Rahdee Chappell Found in Ridley Creek; PA Gov Dire Situation; Columbus Bl Drift Racers on Video

The body of 20-year-old Rahdee Chappell of Chester was discovered on Monday morning, 12/7, in Ridley Creek in Eddystone, Delaware County. The discovery was made on the creek bank behind an apartment building on the 1100 block of Eddystone Avenue. Chappell was near the creek by near Sundrive & Hancock Streets on Saturday evening when he supposedly had a seizure and fell in. Numerous search and rescue, fire, police, medical, and special agencies had been searching the area for the missing young man since Saturday night, 12/5. Crews searched Saturday night and all day Sunday from the place he disappeared all the way to the Delaware River. Recent rainfall made the search difficult. Chappell's family identified the body found on Monday. They want to know who he was with and what led to his fall into the water. The official announcement has not yet been made. Authorities did not rule out foul play over the weekend. Initially, the search was for an 18-year-old.

Pennsylvania Governor Tom Wolf and Health Secretary Rachel Levine warned residents that they will need to do more as individuals to stop the spread of coronavirus COVID-19 as cases rise rapidly and hospital resources dwindle. The administration is considering new restrictions "very shortly" if self-administered mitigation measures do not work. "We are continuing to look at the numbers and if we have to do more, we will," Wolf said Monday, 12/7. "We have to commit to protect one another until the vaccine becomes widely available."

"If the worst happens, hospitals will not be able to treat all sick Pennsylvanians and will be forced to turn away people who need treatment," Wolf warned. "That means more Pennsylvanians will die." The seven-day average of new daily cases has risen 6,000 in the past week. 111 people died over this past weekend. "There is widespread community transmission across Pennsylvania," Secretary Levine said. "We do not want people to go out and celebrate, we do not want people to invite friends and neighbors over to their home and have parties. I know that is a sacrifice but that is what we have to do to stop the spread." Wolf is pleading with residents to step up mitigation efforts. He says stay home unless you need to go out; do not attend gatherings with people outside your home; and wear a mask if you do need to go out.

Philadelphia Police are looking for the public's help with information after drift racers were caught on video doing donuts in the middle of Columbus Boulevard in Northern Liberties on Sunday night, 12/6. It happened around 10 p.m. on N. Columbus Boulevard/Delaware Ave. at Noble St., a block from Spring Garden Street. The drift racers had totally blocked off the intersection and traffic was stopped in either direction. Two cars continuously spun their wheels and drifted circles around each other in the intersection. Video was taken by someone living in a nearby apartment/condo building with view of the whole scene. "This activity is extremely dangerous, especially to pedestrians," said Captain Mark Overwise of the Philadelphia Police Accident Investigation Division. "People do lose control of their vehicle and hit objects, or people, or other cars, and - if they are able to - they take off because they don't want to stick around and see what happens next," he said. Police want anyone who may have additional video or any more information to contact 215-686-TIPS.
