Police Seek Serial Rapist/Stalker; Man Killed in Philly Jail; Delaware Follows CDC Mask Guidelines

Police in Philadelphia and Upper Merion are looking for a suspect wanted for a series of rapes and stalking incidents over the past week. The incidents took place between May 15 and May 18. The suspect is accused of raping three women and stalking several others who were able to get away. He followed most of the victims after they left their jobs at various gentleman's clubs. He also attempted to kidnap one women in a King of Prussia hotel gym at gun point. The man has been seen driving a gray Dodge Charger with no license plate. If you have any information call police.

A family is seeking answers after their loved one was beaten to death in a Philadelphia jail. 37-year-old Christopher Hinkle suffered a broken neck and other injuries after being beaten by his cellmate on April 12. He was on life support at Jefferson Torresdale Hospital for about two weeks before he died. Hinkle was being held on $2,000 bail at Curran-Fromhold Correctional Facility in Northeast Philadelphia. He was arrested in April on drug-related charges and couldn't pay the bail. His family did not know he was in jail and only found out when they were notified of his death. They say he did have an opioid addiction. "Where are the guards? They are to protect these men. I mean my son was there on charges but he received a death sentence with no trial," said Diana Lawhon, Hinkle's mother. "A man has been beaten to death while under the care and custody of the City of Philadelphia. Something like this should never happen," said Jordan Strokovsky, the family's attorney. The cellmate, 27-year-old Rameel Wright, has been arrested on murder charges. Hinkle's family says he was an organ donor and was able to save three lives.

Starting Friday, May 21, Delaware will be following the CDC guidelines with respect to masking and social distancing. Fully vaccinated people no longer have to wear a mask or social distance. Unvaccinated people should still continue to wear a mask in public settings or around people who are not in their household. Masks are still required on public transit, state buildings, congregate housing, and businesses with mask rules. Indoor capacity limits for businesses have been lifted as long as people can maintain social distancing of 3 feet. This includes retail, restaurants, and houses of worship.

Starting Friday, 5/21, the City of Philadelphia lifted the outdoor mask mandate (indoors is still in place) and increased outdoor capacity at large venues to 50%. Tonight's Phillies game against the Boston Red Sox at Citizen's Bank Park will increase seating capacity from 11,000 to 16,000 fans. The Phillies clarified the venue's mask policy in a statement.

"Beginning today, fans will no longer be required to wear masks while in the seating bowl and outdoor areas at Citizens Bank Park," the Phillies said in a statement Friday. "All fans must wear masks in indoor spaces including the Diamond Club, retail stores, elevators and restrooms. Fans who are unvaccinated are strongly encouraged to continue wearing masks at all times. This is consistent with recent guidelines established by the City of Philadelphia and Commonwealth of Pennsylvania."
