Arrest in Deadly Hit-and-Run Rampage; NJ 'Strongly Recommends' Masks; New NJ Parkway Rest Stop Names

Police have arrested a driver after a deadly hit-and-run rampage in Philadelphia early Wednesday morning, 7/28. The unidentified driver is accused of striking several people in different locations, killing one, while using stolen vehicles in the process. His family says the man was having a psychotic episode. Police believe he may have been under the influence. "The person that family members and friends believe was driving the vehicle that they're saying that person was under the influence on some sort of narcotics, possibly alcohol or a combination of both," Philadelphia Police Chief Inspector Scott Small said.

It started shortly after 2 a.m. at Broad and Lombard. The man was driving a stolen Chevy Malibu and rear-ended a motorcycle carrying a a 29-year-old male driver and a 28-year-old female passenger. The suspect fled the scene. The passenger was taken to the hospital with minor injuries and is in stable condition. Two blocks away, near 15th and South Streets, the suspect drove onto the sidewalk and struck a woman. She was walking with a co-worker who was able to jump out of the away. The suspect then turned around and drove back down the sidewalk, striking the woman a second time. The suspect left that vehicle near Broad and South. Around 5:30 a.m., the suspect was allegedly involved in another hit-and-run crash in the Manayunk section of Philadelphia with another stolen vehicle. A person was struck at Umbria and Hermitage Streets. They suffered non life-threatening injuries. Authorities followed the suspect to Collegeville, Montgomery County. Just before 6 a.m., he swerved across two lanes of Main Street and intentionally struck a jogger. That man suffered a broken spine and fractures to his ribs and legs. The suspect ditched the car and attempted to flee on a stolen bicycle before he was arrested in Trappe, PA.

UPDATE: The suspect has been identified as 40-year-old Kareem Welton of Philadelphia. He is charged with with attempted murder and aggravated assault in Montgomery County. Welton has been arraigned and is being held in Montgomery County jail on $2 million was bail. He has not yet been charged in Philadelphia.

UPDATE: Police has identified 31-year-old Andrina Moreno-Sanchez of Philadelphia as the woman killed in the hit-and-run rampage. She had just gotten off work at Steak 48 in Center City. She was walking with a co-worker who had a bike. He was able to jump out of the way of the car, but she was not.

New Jersey Gov. Phil Murphy and Department of Health Commissioner Judy Persichilli now "strongly recommend" all people, including those fully vaccinated, wear masks in areas of "increased risk." The new guidance follows the CDC's new recommendations for masking updated on Tuesday, 7/27. The best way to fight the spread of the disease and to protect oneself from infection is to get vaccinated.

Examples of areas of increased risk:

- Crowded indoor settings

- Indoor settings involving activities with close contact with others who may not be fully vaccinated

- Indoor settings where the vaccine status of other individuals in the setting is unknown

- Where an individual is immunocompromised or at increased risk for severe disease

The New Jersey Turnpike Authority Board of Commissioners voted unanimously on Tuesday, 7/27, to rename 9 rest stops along the Garden State Parkway after local icons from the New Jersey Hall of Fame. The service areas will feature exhibits and artifacts from the hall.

"This is about putting New Jersey greatness on full display," Governor Phil Murphy said in a statement. "This is the first part of an extended statewide exhibition of New Jersey heroes throughout our state. From military heroes on the Battleship New Jersey to historical figures on the New Jersey Turnpike to science and technology trailblazers at Newark Penn Station, New Jerseyans will find pride in our contributions to society and the world."

The service areas will be renamed:
- Montvale: James Gandolfini Service Area (actor)

- Brookdale North: Larry Doby Service Area (baseball player)

- Brookdale South: Connie Chung Service Area (journalist)

- Vauxhall: Whitney Houston Service Area (singer)

- Cheesequake: Jon Bon Jovi Service Area (rocker)

- Monmouth: Judy Blume Service Area (author)

- Forked River: Celia Cruz Service Area (singer)

- Atlantic: Frank Sinatra Service Area (singer)

- Ocean View: Toni Morrison Service Area (author)
