The taxicab company whose driver struck and killed a young man and woman on North Broad Street early Monday has been under investigation by the Pennsylvania Public Utility Commission nearly two dozen times in the last five years, and has paid thousands of dollars in fines for infractions and safety violations, according to state records. Philadelphia Police have made an arrest is the deadly shooting outside the Theater of the Living Arts on South Street on Friday night. 28-year-old Tylee Wilbur of of North Saint Bernard Street in West Philadelphia has been arrested and charged with murder and firearms offenses. His bail was denied and is currently being held at Curran-Fromhold Correctional Facility. The Phillies set a new record last night. Although the organization is not particularly proud of this one. Last night's loss to the equally poor Atlanta Braves was played in front of an announced crowd of 15,125, a new low attendance record for Citizens Bank Park. Monday night marked the fourth time the Phillies had set a new low for the 12-year-old ballpark, which has hosted 1,203 games since 2004.

Two people were killed in Center City early this morning after being struck by a taxi. The victims, a 24-year-old woman and a 25-year old man, were hit by a northbound cab about 5:15 a.m. as they crossed Broad Street one block north of City Hall at Arch Street. The woman died at the scene. The man was taken to Hahnemann University Hospital where he died of his injuries. A man is dead after gunfire erupted on South Street outside the Theater of Living Arts before a hip hop concert on Friday night. It happened just after 8 p.m. on the 300 block of South Street. A legal battle is brewing over a sculpture created by an African artist and seized by federal agents in Philadelphia this spring. "War Throne" is a chair made entirely of decommissioned weaponry.
