The mother of a 6 year old boy is claiming a teacher roughed up her son at school on Tuesday in West Philadelphia. Mercedes Martinez found scratch marks on the neck of her son, Quadree when she picked him up at school. According to Southwest Detectives, the teacher asked the boy to be quiet, there was a struggle, and at some point the teacher grabbed him.

A snow emergency has gone into effect in Philadelphia, while one was already in place in New Jersey. SEPTA expects to run trains, buses and trolleys on normal weekday schedules today, but they do warn that could change as the snow moves in you can expect delays. Amtrak is running on a modified schedule. Philadelphia International Airport is reporting over 400 flights in and out of Philadelphia have already been cancelled for today. A Winter Storm Warning is in effect until 7 pm on Thursday. Rain tonight will change over to snow late this evening as temperatures fall below freezing. Snow will come down heavy at times overnight and through the day on Thursday. Total snow fall accumulations are expected to be between 4 to 8 inches with more south and east of the city. It will begin late tonight and bring heavy snow through at least the morning hours and into the afternoon. Expect 4 to 8 inches. More than a dozen public sector unions have announced plans to take the Christie Administration to court, again, over fully funding the state pension system. Governor Chris Christie, in last week's budget address, said he plans to make a $1.3 billion dollar pension payment in fiscal year ’16 — more than that paid by any other governor. But, Christie’s pension reform law requires a $2.9 billion dollar payment.

The only survivor of a drug-related kidnapping that ended when the man and two others were beaten, bound, stabbed, and dumped into Schuylkill River last August took the stand Tuesday to testify in a preliminary hearing. 21-year-old Tam Voong says that the victims, 31-year-old Vu "Kevin" Huyn and his brother Viet, owed $100,000 to the defendant 42-year-old Tam Le. Governor Wolf outlines his new budget for Pennsylvania today. In his midday address, Wolf started laying out the blueprint for his multi-billion dollar spending plan including a package of tax increases in personal income tax and sales tax. The plan also calls for reductions in Philadelphia City Wage Tax by about one half of one percent.

Upper Moreland Sheet Metal Plant Fire, Schilling Defends Daughter, Dominican Republic Drownings

Firefighters battled a five-alarm blaze at a sheet metal plant in Upper Moreland, Montgomery County. The fire was reported around 5:30 p.m. Monday on the 2300 block of Wyandotte Road. The building was empty when the fire broke out. An hour later the blaze reached four alarms, and later became a five-alarm fire. Electricity and water had been shut off temporarily to the area.

A Montgomery County man is under arrest and charged with secretly recording women and girls and posting the videos online. 37-year-old Sean Moses of Penn Valley has been charged with over 80 counts of invasion of privacy and one count of child pornography. The investigation began last September when two female Villanova students reported someone using a cell phone to tape them undressing through the window of their Bryn Mawr apartment.
