It started at 2:20 p.m. when a navy blue Chevrolet Impala with the girl in the back seat was reported stolen from 56th and Warrington Streets in West Philadelphia. Pennsylvania State Police received multiple calls on Tuesday morning, 5/7, from drivers on I-95 in Philadelphia about a man traveling southbound on just the rims of his car.
